French "consultation parallélisée": public consultation conducted concurrently with the administrative review of permit applications by the competent authorities.
What is this about?
Concurrent Public Consultation is a process that allows the opinions of several stakeholders to be gathered simultaneously on the same project. It makes it possible to incorporate contributions from the public, authorities, experts, and relevant stakeholders, while speeding up the consultation process.
A clear regulatory framework
This procedure was introduced by Law No. 2023-973 of 23 October 2023 on green industry. It was further detailed by the instruction of 28 October 2024 on the environmental authorization procedure.
Objectives of Concurrent Public Consultation
- Simplify and speed up the environmental authorization procedure, while strengthening public participation.
- Reorganize the file review sequence by allowing several steps to be examined simultaneously (file review, consultation of local authorities, entities subject to regulatory opinion, and the public).
- Reduce administrative redundancies and improve the efficiency of the process.
- Ensure transparency and ensure that feedback is effectively taken into account in final decisions.
